Ramon Marks is a retired senior, New York partner of law firm Arnold & Porter LLP. He has almost 40 years of experience representing and counseling a diverse group of American, European, and Japanese clients on varied matters including complex international litigation, major regulatory investigations, and national security matters. His practice involved counseling and representing clients and governments on sovereign immunity issues, sovereign debt controversies, Alien Tort Claims Act lawsuits, and litigations on recognition and enforcement of foreign judgments. He has represented clients in federal and state investigations, and related lawsuits in the mutual fund and insurance industries. Mr. Marks frequently counseled foreign clients and government organizations on trade and national security law issues including testimony before the US Congress on trade sanctions and export controls.
Mr. Marks is Vice Chairman of BENS and serves on the Executive Committee of BENS. He has been a member of the BENS Board of Directors for over two decades. Over that time he has participated in numerous BENS trips around the world, including missions to European Command, Africa Command, Central Command, and US military operations in Iraq and Afghanistan. He visited USS Ronald Reagan (CVN76) at sea while deployed in active support of air combat operations in Afghanistan.
Mr. Marks was commissioned a Second Lieutenant in the Marine Corps in 1971, and served until 1973. One son, Fletcher MacCarthy Marks, served in the Marine Corps for six years including a deployment to Afghanistan as an officer with MACS2. His oldest son, Robert Justin Marks, is a Hollywood writer.
